武鋼有限一、四燒結(jié)節(jié)能環(huán)保提升改造項(xiàng)目燒結(jié)主抽風(fēng)機(jī)系統(tǒng)(含電機(jī))與武鋼有限五燒結(jié)節(jié)能環(huán)保提升改造項(xiàng)目燒結(jié)主抽風(fēng)機(jī)系統(tǒng)(含電機(jī))兩個(gè)招標(biāo)項(xiàng)目?jī)H授予實(shí)質(zhì)上響應(yīng)招標(biāo)文件的要求、有履行合同能力、且兩個(gè)項(xiàng)目評(píng)標(biāo)價(jià)之和最低的同一個(gè)投標(biāo)人。

本項(xiàng)目采取對(duì)機(jī)械設(shè)備供應(yīng)商（設(shè)備1：主抽風(fēng)機(jī)及電機(jī)各2臺(tái)）、電氣設(shè)備供應(yīng)商（設(shè)備2：主抽風(fēng)機(jī)變頻運(yùn)行裝置2套）分別招標(biāo)評(píng)標(biāo)，最后機(jī)械設(shè)備供應(yīng)商、電氣設(shè)備供應(yīng)商分別以最低評(píng)標(biāo)價(jià)中標(biāo)。中標(biāo)機(jī)械設(shè)備供應(yīng)商為總負(fù)責(zé)單位，負(fù)責(zé)協(xié)調(diào)和管理電氣設(shè)備供應(yīng)商提供的設(shè)備和服務(wù)，機(jī)械設(shè)備供應(yīng)商對(duì)合同技術(shù)、設(shè)備和服務(wù)的正確性、完整性、先進(jìn)性及工程質(zhì)量、進(jìn)度總負(fù)責(zé)。機(jī)械設(shè)備供應(yīng)商、電氣設(shè)備供應(yīng)商與招標(biāo)人共同簽訂聯(lián)合體雙賣(mài)方合同。

5. 招標(biāo)文件費(fèi)：招標(biāo)文件英文版及中文版一套（電子版），若中文和英文版有沖突以中文版為準(zhǔn)。

招標(biāo)文件均按標(biāo)段進(jìn)行計(jì)價(jià)出售，投標(biāo)人成功購(gòu)標(biāo)后，自行下載招標(biāo)文件和投標(biāo)文件模板。招標(biāo)文件一經(jīng)售出不得退還。

6. 投標(biāo)截止時(shí)間和開(kāi)標(biāo)時(shí)間：2022年01月10日10時(shí)00分（北京時(shí)間）。投標(biāo)人應(yīng)于投標(biāo)截止時(shí)間前在寶華智慧招標(biāo)共享平臺(tái)成功遞交所有電子投標(biāo)文件。

9. *對(duì)投標(biāo)人的資格要求：

（1）投標(biāo)人必須同時(shí)參加武鋼有限一、四燒結(jié)節(jié)能環(huán)保提升改造項(xiàng)目燒結(jié)主抽風(fēng)機(jī)系統(tǒng)(含電機(jī))與武鋼有限五燒結(jié)節(jié)能環(huán)保提升改造項(xiàng)目燒結(jié)主抽風(fēng)機(jī)系統(tǒng)(含電機(jī))兩個(gè)項(xiàng)目的投標(biāo)，且報(bào)價(jià)水平基本一致。僅參加一個(gè)項(xiàng)目的投標(biāo)人將直接被否決；參加兩個(gè)項(xiàng)目投標(biāo)，若其中一個(gè)項(xiàng)目被否決的，另一個(gè)項(xiàng)目也將直接被否決

（2）僅接受投標(biāo)人代理同一集團(tuán)公司制造商產(chǎn)品的投標(biāo)，投標(biāo)時(shí)需提供同一集團(tuán)公司的說(shuō)明文件，且有相關(guān)授權(quán)，除此之外，不接受其他形式的代理商投標(biāo)

（3）由于項(xiàng)目復(fù)雜、技術(shù)要求高，參與本項(xiàng)目的投標(biāo)人均應(yīng)在開(kāi)標(biāo)前與招標(biāo)人開(kāi)展技術(shù)交流并簽訂技術(shù)協(xié)議（聯(lián)系人***

（4）投標(biāo)人應(yīng)具有在中國(guó)境內(nèi)近十年（合同簽訂時(shí)間：2012年1月1日至今），450㎡（含450㎡）以上的大型燒結(jié)主抽風(fēng)機(jī)設(shè)備（風(fēng)機(jī)參數(shù)不低于：21000m³/min,1000RPM,7800KW）整體設(shè)計(jì)、制造、整體供貨（風(fēng)機(jī)、電機(jī)配套）的業(yè)績(jī)，且投運(yùn)3年以上；具有燒結(jié)主抽風(fēng)機(jī)機(jī)電系統(tǒng)的成套集成業(yè)績(jī)

（5）投標(biāo)人的制造工廠近五年（2018年至今）應(yīng)處于連續(xù)生產(chǎn)狀態(tài),同時(shí)具備生產(chǎn)同類(lèi)型燒結(jié)主抽風(fēng)機(jī)(21000m3/min以上)的實(shí)績(jī)

10. 本項(xiàng)目接受聯(lián)合體投標(biāo)。

Complete set of main exhaust fan (including mechanical equipment and auxiliary electrical equipment and meters, special tools, and spare parts for debugging) 2 sets. The main exhaust fan system (including motor) for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 1 and No. 4 sintering lines and the main exhaust fan system (including motor) for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 5 sintering line will be awarded to the bidder who substantially responds to the requirements of the tendering documents and is competent to perform the contract and of whom the sum of the bid evaluation prices for both projects is the lowest.We will conduct bid invitation and bid evaluation on mechanical equipment supplier (Equipment 1: 2 main exhaust fans and 2 motors) and electrical equipment supplier (Equipment 2: 2 variable frequency devices for main exhaust fan) respectively. Finally, mechanical equipment suppliers and electrical equipment suppliers with the lowest bid evaluation price will win the bid. The bid winner of mechanical equipment shall be the chief leader of the project, responsible for coordinating and managing the equipment and services provided by electrical equipment suppliers, and mechanical equipment suppliers shall be responsible for the correctness, completeness, advancement, engineering quality and schedule of the contract technology, equipment and services.

Mechanical equipment supplier and electrical equipment supplier shall, as the consortium, enter into the sales contract with the tenderee.

4. Time for purchasing Tendering documents: Starting from：2021-12-19 to 2021-12-24 (Beijing time).

5. Sales prices of the tendering document: One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.Sales price is 1,500.00CNYor250.00USD

All tendering documents will be sold per bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. The tendering documents sales are non-refundable.

6. Deadline for bid submission and Bid Opening Time：2022-01-10 10:00(Beijing time). The bidder shall submit all bidding documents on Baohua tendering website before the bidding deadline.

9. *Requirements of Bidder’s qualification：

（1）The bidder shall participate in the bidding of both the main exhaust fan system (including motor) for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 1 and No. 4 sintering lines and the main exhaust fan system (including motor) for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 5 sintering line, with basically the same quotation. Bidders participating in only one project will be rejected directly. For bidders participating in two projects, if the bid for one project is rejected, the other one will be rejected directly

（2）The bidder may only bid on behalf of manufacturer which is within the same group as the bidder, and shall provide the supporting document to prove that and be accordingly authorized. Agent bidder in any other form will be rejected

（3）As the project is subject to complex and high technical requirements, bidders involved in this project shall contact the tenderee to carry out technical exchanges before the bid opening and conclude the technical agreement (Contacts: Youkun MO, 13986258972, mo.youkun@baosteel.com). The technical agreement shall be submitted as a part of the bidding document. Bidders who have not signed the technical agreement will be rejected

（4）The bidder shall have the history of overall design, manufacture and overall supply (fan and motor package) of large sintering main exhaust fan equipment (fan parameters not less than 21,000m³/min, 1,000RPM, 7800KW) in China in the past ten years (contract signing date: Jan. 1, 2012 to date), which has been put into operation for more than 3 years; as well as the history of complete integration of electromechanical system of sintering main exhaust fan

（5) The bidder's manufacturing plant shall be in continuous production for the last five years (2018 till now) and have the actual performance of producing the same type of sintering main exhaust fan (21,000m3/min and above)
